Recently, the dormitory building, roads, greening and other supporting projects of the first phase of the CATL Luoyang Base (Zhongzhou Times) project have been completed, and the project has entered the countdown to production. The project leader said that the main structure of the first plant of the first phase of the project has been capped ahead of schedule, the supporting equipment of the plant has been fully installed, the decoration of the dormitory building and canteen is coming to an end, and water, electricity, gas, heating and communications have met the needs of use. It is expected to be put into production in the second half of the year.

Zhongzhou Times New Energy Production Base is a project invested and constructed by CATL in Luoyang. It is a new energy battery base built according to the "Lighthouse Factory" standard, mainly producing new energy passenger car power batteries. The total investment of the project is 28 billion yuan, of which the first phase covers an area of about 1,700 acres, with a planned annual production capacity of 60GWh and an investment of about 14 billion yuan. The second phase of the project was started in May 2024, covering an area of about 700 acres, with a planned annual production capacity of 30GWh.

On September 28, 2022, the Zhongzhou Times New Energy Production Base project invested by CATL started construction in Yibin District, Luoyang City. According to the plan, the total investment of the first phase of the project is about 14 billion yuan, and it is expected to be completed and put into production within 3 years. Luoyang and CATL will further explore the expansion of investment and cooperation areas, build a nationally competitive new energy battery base with a production value of 100 billion yuan, and drive the annual output value of upstream and downstream supporting industries and related service industries to nearly 200 billion yuan.

After the Zhongzhou Times New Energy Production Base project starts, Luoyang and CATL will build the base into a nationally competitive new energy battery base. In addition, the two sides will jointly promote the construction of the new energy industry ecosystem, cooperate to introduce upstream and downstream supporting industries of new energy batteries, and create a new energy industry cluster with competitive advantages nationwide. At the same time, the two sides will fully promote the "Zero Carbon Luoyang" project, jointly promote the application of new energy technologies in urban transportation and other fields, and jointly build Luoyang's new energy market and industry dual highlands.

It is predicted that after the Zhongzhou Times New Energy Production Base project is put into production, it will attract its upstream and downstream supporting industries to gather around, and the overall industry scale is expected to exceed 200 billion yuan. After the project is implemented, it will also directly drive 20,000 jobs, and the supporting industries will drive more than 20,000 jobs. The surrounding area can quickly gather more than 120,000 urban populations, which will definitely have a positive impact on surrounding industrial supporting, talent introduction, logistics development and other aspects.
